This film is about Admiral Hyman G. Rickover who was head of the development of the US Navy's nuclear fleet. President Carter served under Rickover. Carter is interviewed in the film multiple time and covers his interactions with Rickover while part of the submarine program and as President during Three Mile Island crisis.
